<p>The <strong><em>Business Liaison – Development Center</em></strong> assists business owners, contractors, design professionals, and homeowners as a central resource for the Department of Neighborhood Services (DNS) Development Center processes and the related processes of other City departments.</p><p><br></p><p><strong><em>Deadline: 2/27/2026 11:59:00 PM</em></strong></p><p><br></p><p><strong><u>Essential Functions</u></strong></p><p><strong>Customer Service</strong></p><ul><li>Assist applicants and the public with process navigation and informational support.</li><li>Serve as a liaison between applicants, plan reviewers, and other DNS Divisions to ensure customers are provided with a clear regulatory path from start to finish.</li><li>Assist customers and the public with requests for information and departmental contacts.</li></ul><p><br></p><p><strong>Interdepartmental Coordination</strong></p><ul><li>Work with other City departments, including the Board of Zoning Appeals (BOZA), the Department of Public Works (DPW), the Department of City Development (DCD), the License Division, and others that are involved in the regulatory process to address issues across departmental lines and identify opportunities for improvement.</li><li>Develop an understanding of other City department processes and establish contacts for reference and referral.</li></ul><p><br></p><p><strong>Process Improvement</strong></p><ul><li>Review, provide feedback, and suggest/initiate revisions to business practices with the goal of providing high quality customer service.</li><li>Assist with the resolution of customer roadblocks, missing information, or complaints pertaining to application procedures, development regulations, or policies.</li></ul><p><br></p><p><em>We welcome qualified individuals with disabilities who are interested in employment and will make reasonable accommodations during the hiring process in accordance with the Americans with Disabilities Act (ADA) of 1990, as amended by the Americans with Disabilities Act Amendments Act (ADAAA) of 2008.</em></p><p><br></p><p><strong><u>Conditions of Employment</u></strong></p><ul><li>Ability to perform light physical work, including the ability to lift and move up to 10 pounds occasionally.</li><li>Participate in a work schedule that includes occasional weekend and evening hours.</li></ul><p><br></p><p><strong><u>Minimum Requirements</u></strong></p><ol><li>Bachelor’s degree in business management, public administration, urban planning, construction management, architecture, or a closely related field from an accredited college or university.</li><li>Two years of experience in high-level administrative support or as a lead worker in an office or customer service environment performing duties closely related to the essential functions listed above.</li><li>Ability to travel independently around the City of Milwaukee by public transportation, walking, biking, or driving.</li></ol><p><br></p><p><strong><em>Equivalent combinations of education and experience may also be considered.</em></strong></p><p><br></p><p><strong>NOTICE</strong>: <em>Please do not attach your academic transcripts to your employment application. The hiring department will verify candidates’ education as part of the background screening process prior to extending any job offers.</em></p><p><br></p><p><strong><u>Desirable Qualifications</u></strong></p><ul><li>Experience in client-facing or business-to-business service role.</li><li>Advanced understanding of the permitting and development process.</li><li>Ability to provide interpretation in Spanish, Hmong, or another language.</li></ul><p><br></p><p><strong><u>Knowledge, Skills, Abilities & Other Characteristics</u></strong></p><p><strong>Technical</strong></p><ul><li>Ability to interpret and apply laws, policies, procedures, regulations, and other compliance-related documents and laws.</li><li>Ability to optimize utilization of proprietary software related to permit application processing and scheduling appointments.</li><li>Skill in using Microsoft Windows and Microsoft Office to create documents, maintain databases, and create spreadsheets.</li><li>Ability to understand the issues facing the City of Milwaukee and other urban cities and how those issues are impacted by City operations.</li><li>Ability to analyze and interpret data.</li></ul><p><br></p><p><strong>Customer Service, Communication, and Interpersonal</strong></p><ul><li>Knowledge of customer service best practices and the ability to incorporate them into the Permit Center operations.</li><li>Ability to thoughtfully facilitate, mediate, and resolve issues brought forth by concerned individuals.</li><li>Verbal communication skills to effectively respond to questions and concerns received from contractors and other members of the public.</li><li>Written communication skills to develop business correspondence, respond to complaints and create reports.</li><li>Ability to work cooperatively and fairly with people whose backgrounds may differ from one's own.</li><li>Ability to work effectively in a diverse, collaborative, team-oriented environment.</li><li>Ability to maintain effective, positive relationships with colleagues, department heads, other city officials and members of the public.</li></ul><p><br></p><p><strong>Critical Thinking and Professionalism</strong></p><ul><li>Ability to apply practical solutions to resolve complex public or internal complaints.</li><li>Critical thinking and planning skills.</li><li>Ability to plan and organize work to meet deadlines on multiple projects simultaneously.</li><li>Attention to detail.</li><li>Ability to work effectively under pressure while handling multiple tasks.</li><li>Ability to work with sensitive information and to maintain confidentiality.</li><li>Ability to demonstrate honest and ethical behavior.</li></ul><p><br></p><p><strong><u>Current Salary</u></strong></p><p><strong>The current salary range (Pay Range 1DX) is $70,690-$81,507 annually, and the resident incentive salary range for City of Milwaukee residents is $73,518 - $84,767 annually. </strong><em>Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.</em></p>
