The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking an experienced leader to assist with the administration, management, and monitoring of contract compliance in the Correctional Food Service and Commissary operations. This position supports statewide monitoring activities, including on-site inspections, office-based contract reviews, and analysis of contractor documents, production, staffing, and sanitation. In addition to reviewing weekly meal counts and invoices, preparing inspection reports, coordinating corrective actions, and providing technical assistance to contractors and agency staff.

Job Duties:

- Monitors and evaluates contractor performance to ensure compliance with contract requirements
- Conducts periodic and random kitchen inspections to ensure compliance with contract compliance and with safety and sanitation standards
- Observes and inspects commissary operations
- Reviews, reconciles, and analyzes meal counts, staffing records, and Food Service invoices
- Prepares and submits detailed inspection reports; tracks and follows up on corrective actions
- Ensures proper implementation of medical and religious diet requirements for inmates
- Serves as the liaison between the Food Service Contractor, Commissary Contractor, and ADCRR staff
- Maintains accurate performance records, reports, and related documentation
- Responds to correspondence and inquiries related to contract compliance and monitoring
- Drives on State business with possible overnight stays
- Performs other duties appropriate to the assignment

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
- ADCRR policies, security procedures, and correctional facility operations
- Arizona Department of Health Services (ADHS) food service regulations and standards
- Institutional or correctional food service operations, sanitation, and safety standards
- Commissary operations and inventory management principles
- Contract administration and compliance monitoring methods
- Basic accounting, cost analysis, and invoice review practices
- Data management systems and various software such as Microsoft Office and Google Suite

Skill in:
- Analyzing situations accurately and taking appropriate action
- Time management
- Multi-tasking and adapting to changing priorities
- Computer software/data processing functions
- Operating office equipment
- Effective written and verbal communication

Ability to:
- Lift/carry approximately 25 lbs.
- Push/pull approximately 25 lbs
- Walk/run approximately 1 mile
- Interact professionally and establish cooperative relationships with all levels of the department and outside individuals
- Monitor and evaluate food service activities
- Adapt to changing situations and priorities
- Maintain records
- Learn and adhere to Department policies and procedures pertaining to security, inmates, commissary, and food services
- Work in a prison/correctional environment
- Correctly interpret rules and regulations, administrative orders, policies, procedures, and accepted standards, both internal and external

Selective Preference(s):

- Experience in contract administration, monitoring, and supervision in Correctional Food Services and Commissary
- Knowledge of ADCRR policies and AZDHS rules and regulations
- Experience working in a correctional environment
- Three (3) years of experience in Correctional Food Service or a similar institutional-based role (or equivalent)

Pre-Employment Requirements:

Employment is contingent on the selected applicant passing a background investigation, drug test, and possibly a medical/physical examination.

If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.
