Maintains specific functions such as employee compensation, benefits administration, policy development and regulatory compliance. Directs subordinate staff.<br><br>The Compensation and Benefits Manager works with hiring managers and recruiters to ensure job offers and salary increases are based on salary midpoint, salary peer assessment and are within compensation laws. The Compensation and Benefits Manager has the following responsibilities:<br><ul><li>Follows state compensation guidelines that establish pay grades and salaries for lateral, in-grade, promotion and temporary salary supplements.</li><li>Advises managers and supervisors regarding compensation requests.</li><li>Aligns compensation guidelines with recruitment strategies to attract quality candidates.</li><li>Complies with state and federal compensation guidelines.</li><li>Reviews, evaluates and revises compensation programs based on salary surveys and market data;</li><li>Drafts job descriptions and conduct desk audits.</li><li>Directs research efforts to refine existing HR business practices or to develop new initiatives in the areas of workforce planning, competency assessment and total compensation analyses.</li><li>Manages compensation, benefits and employment functions to ensure utilization of state resources in the most effective cost manner.</li><li>Remains current on all benefits plans provisions and changes as they occur including departmental compliance.</li><li>Investigates and resolves individual benefits issues or questions as required.</li><li>Overseas the preparation and delivery of benefit presentations during events such as Open Enrollment or significant legal changes that affect employees.</li></ul><br> <strong>Minimum Qualifications</strong><br> <br>High school diploma/GED and five (5) years of managerial or supervisory experience in human resources; or two (2) years of experience required at the lower level Mgr 2, Human Resources (HRM011) or position equivalent. <br><br>Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.<br><strong>PREFERRED QUALIFICATIONS:</strong><br><br>Bachelor's degree in Human Resources, Business Administration, or related field.<br><br>8 years of experience in Human Resources<br><br>3 years of experience in compensation and benefits<br><br>Strong analytical, communication, and problem-solving skills; Relevant certifications i.e., PHR or CCP (Certified Compensation Professional)<br><br>Knowledgeable about applicable federal and state laws and regulations related to compensation and benefits.<br><strong>Additional Information</strong><br>The DPH Commissioner and leaders encourage all employees to engage in regular wellness activities and to make lifestyle choices that promote health and well-being. <br><br>The use of physical activity breaks during the workday is authorized to support this philosophy and assist employees in meeting their wellness goals.
